Common Candidates • Group A vs Group B
Strong exact normalized name match across both exams. If the same name appears more than once in either exam, that name is excluded rather than guessed.

Logic: 3× candidates are targeted for each vacancy pool. FOS scales the observed predictor pool: FOS 2 means the simulation uses approximately half as many observed candidates to represent the same real-world shortlist. Open/General merit is an overall merit pool, so candidates from reserved vertical categories can occupy Open merit. Female horizontal seats are earmarked first; remaining seats are filled by merit from the eligible pool.
